PROBLEM TO BE SOLVED: To provide a technology capable of executing SIP packet filtering against DoS attacks, DDoS attacks or the so-called "one-ring call" attacks at a stage before user terminals. SOLUTION: An SIP packet filtering apparatus records 1 sequence subjected to DoS attacks, DDoS attacks and one-ring call attacks as a prescribed condition, investigates whether a sequence is a suspicious sequence, wherein a passing SIP packet matches with the prescribed condition and whether many suspicious sequences pass in a short period, creates a prescribed list (malicious user list), and transfers the list to an inter-network connection apparatus or an SIP server.
