PROBLEM TO BE SOLVED: To make a device more small-sized while maintaining the quality of development processing and to reduce the amount of processing liquid used for the development processing. SOLUTION: The film developing device comprises a cartridge support part 20 which supports a cartridge 3 wherein a film 2 is wound and stored in a predetermined attitude to a housing 10; a developing reel 41 which has spiral film guide grooves 412a, supporting width-directional ends of the film 2, formed on opposite surfaces 412b of nearly disk-like side plates 412 arranged, side by side, apart from each other nearly by the film width; and a 1st conveyance part 30 which draws the film 2 out of the cartridge 3 supported by the cartridge support part 20 and inserts the film into the developing reel 41 along the film guide grooves 412. The developing reel 41 is fitted to the housing 10 in such a direction that the inside surface of the film 2 inserted from the 1st conveyance part 30 is the inside surface of the film 2 in the cartridge 3, and the film 2 having been inserted into the developing reel 41 is brought into contact with the processing liquid.
