PROBLEM TO BE SOLVED: To permit control of data transfer rate with high degree of flexibility and accuracy, in a data transfer device having an arbitration means for arbitrating priority regarding issuance of packet data for each virtual channel. SOLUTION: The data transfer device is provided with an arbitration means 36 for arbitrating priority regarding issuance of packet data for each virtual channel defined by a standard, a payload size designation means 38 for arbitrarily designating the payload size of packet data to be issued for each virtual channel, and a packet generation means 32 for generating packet data of designated payload size for each virtual channel and outputting the packet data to the arbitration means 36. Thus, by designating the payload size of the packet data through a combination with the priority by the arbitration means 36 for acquiring a necessary data transfer rate, precise data transfer rate can be controlled with a higher degree of flexibility.
