PROBLEM TO BE SOLVED: To simultaneously wind rubber strips to shorten winding time and prevent disorder of the rubber strips during winding up in a case of forming sidewall rubber and clinch rubber by a strip winding method. SOLUTION: The sidewall rubber 20 and the clinch rubber 21 are made by winding the long rubber strip 22 for the sidewall and the long rubber strip 23 for the clinch one upon another spirally in the circumferential direction.
