<p><P>PROBLEM TO BE SOLVED: To effectively place transmission and reception restrictions at the time of communicating packeted information through an information communication network. <P>SOLUTION: When communication equipment 1 for IP telephone and IPTV telephone is started, a traffic monitoring and session information processing part 10 monitors a communicated packet.
