<P>PROBLEM TO BE SOLVED: To provide technology of transmitting data whose real time performance is required in an adhoc network. <P>SOLUTION: A processing capability monitor section 38b monitors the processing capability of a plurality of processes executed by a processing section 18. A routing control section 40 receives a report signal from a terminal for transferring a packet signal through transfer processing. When the load of a monitored process is greater than a threshold value, a change control section 34 determines application of change of a rate lower than a prescribed rate to a packet signal coded by the prescribed rate as the transfer processing. Further, when receiving the report signal from the routing control section 40, the change control section 34 changes the threshold value into a smaller threshold value.
