PROBLEM TO BE SOLVED: To provide a harbor structure diagnosis method for automatically, highly reliably detecting a state of cavity existing from a frequency spectrum obtained by measuring and a waveform profile. SOLUTION: Electromagnetic wave of a continuous wave manner is radiated from the surface to a harbor structure to be diagnosed, and reflected wave reflected from the harbor structure is received. When the level of the frequency spectrum in an attention frequency range of the frequency spectrum included in the reflected wave exceeds a predetermined level, based on which position of the attention frequency range the peak frequency of the frequency spectrum exists at, it can be predicted how thick cavity exists in the harbor structure. From the phase of the time waveform of the reflected wave, it can be determined whether seawater or air exists in the cavity. COPYRIGHT: (C)2006,JPO&NCIPI
