PROBLEM TO BE SOLVED: To dissolve the problem that technique, with which motion caused by flowing of liquid inside a pipe connected with a pump side in order to discharge when a surface layer liquid is recovered (is made to flow) in a liquid reservoir is used as vertical motion of a suspension entity forming the liquid reservoir equipped with a liquid flow entrance where the surface layer liquid is made to flow, is not seen and that a whole apparatus has wasteful constitution such as use of flexible member forming a bellows tube or a diaphragm in order to cause vertical motion. SOLUTION: There is a floating oil suction pot 10 floating so that a part of its entrance 11x for making the floating oil flow therein looks into a liquid level WL. The floating oil flown into the floating oil suction pot 10 is discharged or its discharge is stopped and thereby the floating oil suction pot 10 is made to fall at the time of discharging and at the same time the floating oil flows in from the entrance 11X.
