PROBLEM TO BE SOLVED: To provide a manufacturing method capable of manufacturing a C-shaped base material wherein reinforcing fiber layers are continued in a longitudinal direction and the arrangement of the reinforcing fiber layers is not disturbed from the original arrangement in a cylindrical braided matter, combining the C-shaped base materials to utilize them as a preform for each molded beam material and capable of utilizing the C-shaped base material alone as the preform for a C-shaped beam material. SOLUTION: The manufacturing method of the reinforcing fiber preform includes a mandrel manufacturing process (step 101) for manufacturing a mandrel 1 having the center axis M1 coinciding with the curve drawn by the center axis of the reinforcing fiber preform to be manufactured, a braided matter manufacturing method (step 102) for moving the curved mandrel 1 so as to pass the braiding position P of braided yarn Y due to a braider 2 to manufacture the cylindrical braided matter 3 on the mandrel 1, a C-shaped base material manufacturing process (step 104) for cutting the cylindrical braided matter 3 along its center axis direction to divide the same and manufacturing a pair of C-shaped base materials 11 and 12 of which the cross-sectional shapes become same in the center axis direction and a superposed base material manufacturing process (step 105) for superposing a pair of the C-shaped base materials 11 and 12 manufactured in the C-shaped base material manufacturing process one upon another on the sides of the backs 11a and 12a thereof to temporarily fix them to manufacture an H-shaped base material 20.
