PROBLEM TO BE SOLVED: To provide a heat developable photosensitive material which achieves high sensitivity, excels in image uniformity and ensures few voids, in the heat developable photosensitive material using a hydrophilic binder excellent in productivity, and to provide an image forming method using the heat developable photosensitive material. SOLUTION: The heat developable photosensitive material has, on at least one surface of a support, an image forming layer containing at least a photosensitive silver halide, a non-photosensitive organic silver salt, a reducing agent, and a binder, and a non-photosensitive layer, wherein (1)≥50 mass% of the binder is a hydrophilic binder, (2) a mass ratio of the non-photosensitive organic silver salt to the binder is 0.7-3.0, (3) the non-photosensitive layer is an outermost layer present on the same surface as the image forming layer and≥70 mass% of a binder in the outermost layer is a hydrophilic binder, and (4) a fluorine compound having a fluoroalkyl group comprising≥2 carbon atoms and≤12 fluorine atoms is contained in an outermost layer.
