<P>PROBLEM TO BE SOLVED: To provide a fuel cell system capable of surely and rapidly discharging a liquid in the system in starting a fuel cell. <P>SOLUTION: This fuel cell system is provided with: a circulation passage 76 for circulating a fuel gas having passed a fuel cell stack 20 to the fuel cell stack again; and a discharge passage 77 capable of discharging a liquid in the fuel cell stack from the circulation passage 76. A circulation operation for circulating a gas component present in the stack and the circulation passage in a state where the circulation passage is insulated from the outside is executed in starting the fuel cell.
