<P>PROBLEM TO BE SOLVED: To provide a cooking packaging bag in which seal parts of different seal strength are stably formed when the cooking packaging bag is manufactured. <P>SOLUTION: A cooking packaging bag manufacturing method at least comprises a step of sealing one body member 2 to a bottom member 4 without sealing the other body member 3 to the bottom member 4, and a step of sealing the other body member 3 to the bottom member 4 without sealing one body member 2 to the bottom member 4. The step of sealing one body member 2 to the bottom member 4 is performed by a manufacturing method comprising a step of holding only a region corresponding to a bottom seal part 6 by a pair of seal members 30 and 31 and sealing the area, and a step of holding a region corresponding to the bottom seal part 6 and a vent seal part 8 by the pair of seal members 30 and 31 and sealing the area. For the seal members 30 and 31, a heating plate and a rubber plate are preferably used for one seal member 31 and the other seal member 30, respectively.
