<p><P>PROBLEM TO BE SOLVED: To prevent rainwater intruding into a housing from adhering to electric parts provided in the housing. <P>SOLUTION: An operation structural body 3 is provided with the housing 31 having a part storage part 31a for storing various functional parts including electric parts 33, 47, 48 and a covering part 31x provided continuously with the part storage part 31a and opposing to a face where a locking and unlocking means in a meshing structural body 2 is provided. A through hole 31j in which a key lever 36 capable of switching a condition of the locking and unlocking means based on operation of a key cylinder provided on a vehicle outer side of a door is turnably fitted is provided in the part storage part 31a of the housing 31.
