PROBLEM TO BE SOLVED: To easily collect and maintain sign data on traffic-control signs and sign data displayed on a road traffic information display board and effectively use the sign data. SOLUTION: An onboard camera 2 is mounted in such a way as to photograph in front of a vehicle body. A control circuit 5 of a car navigation system 1 inputs image data photographed by the onboard camera 2 into an image processing device 4. The image processing device 4 performs image recognition processing on captured image data, recognizes traffic-control signs etc. on travel controls placed at roads, and extracts information indicated by them as sign data. The extracted sign data is related to corresponding road information or locational information of map data of a map database 6, then written, stored, and accumulated in a sign data storage part 10.
