PROBLEM TO BE SOLVED: To provide an electrostatic driving device much more reliable against dust at the time of assembly or repair, and also to provide a shutter device, an imaging module and a camera. SOLUTION: The electrostatic driving device is constituted of: a fixed member 1 where a plurality of electrodes for driving are formed; moving members 24a and 24b having a part formed into an electret and relatively moving to the fixed member 1 by receiving driving force by the charge of the electrode for driving 4b; and protection members 25a and 25b arranged so as to hold the moving members between the fixed member 1 and the protection members 25a and 25b.
