PROBLEM TO BE SOLVED: To provide a transparent surface exothermic body simply, conveniently, and inexpensively having a high quality surface exothermic characteristic in which transparency and visibility are high, in which an electric resistance value of a conductive part is low and in which uniform exotherm is possible, and provide a method of manufacturing the transparent surface exothermic body. SOLUTION: This is the transparent surface exothermic body which has a mesh conductive pattern on a transparent substrate, and has the mesh conductive pattern by laminating a copper thin film layer by a physical thin film forming means and a copper thick film layer by a plating means by sequentially forming them on the transparent substrate, and the electric resistance value which the mesh conductive pattern has is 5Ω/SQUARE or less, the total light transmittance of the transparent surface exothermic body is 50% or more, and this is the transparent surface exothermic body, as well as the manufacturing method of the transparent surface exothermic body having a pair of electrodes in the mesh conductive pattern.
