PROBLEM TO BE SOLVED: To provide a hot water mat for improving manufacturing efficiency by superimposing material for a first mat part where a hot water header is provided with other material, and cutting it because a width in a direction along a vertical side part of the first mat part where the hot water header is provided is same as a width of other first mat part. SOLUTION: A mat main body 2 of the hot water mat 1 is divided along a longitudinal direction in a periphery of horizontal side parts 2a, 2b, and is divided into a plurality of parts along the vertical side parts 2c, 2d. Thereby, the mat main body is structured of a plurality of the first mat parts 2A1, 2A2, 2A3, 2A4arranged along the horizontal side part 2a, a plurality of second mat parts 2B arranged along the horizontal side part 2b, and a third mat part 2C between the first mat parts 2A1-2A4, and the second mat parts 2B.
