PROBLEM TO BE SOLVED: To provide a video signal processing device and a video signal processing method capable of generating a video signal having high sharpness in a display image, by utilizing scaling processing for converting an input video signal to resolution conforming to an output pixel. SOLUTION: The video signal processing device comprises a circuit 36c for performing primary differentiation processing to a reception video signal; a circuit 36d for performing a level adjustment to the video signal subjected to the primary differentiation processing; a circuit 36g for generating a pixel position signal for indicating an output pixel position, based on a scaling coefficient for obtaining an output video signal from the reception video signal; a circuit 36e for adding the output signal of the circuit 36d to the generated pixel position signal to obtain a corrected pixel position signal; and a circuit 36b for performing scaling operation processing to the reception video signal to obtain a scaling video signal.
