PROBLEM TO BE SOLVED: To improve the storing efficiency of a monitoring image without decreasing monitoring capability by eliminating the necessity of image compression processing. SOLUTION: In a remote monitoring system, a monitoring transmitting device transmits an image photographed by a monitoring camera, and an image accumulating unit accumulates the transmitted image, or an image browsing device allows a user to browse the image in real time. In this system, the image storing unit repeats image storing continuation (S2, S3) for a predetermined time and image storing stop (S4, S6) for a predetermined time by time control by a timer (S1, S5). The system includes a step of repeating the processing of image storing continuation and image storing stop at a different time interval, and storing the monitoring image by the propriety of monitoring image storing by the determination of the presence or absence of an image change by the comparison of images per frame unit, and by the determination of the propriety of monitoring images using an image recognition technique.
