PROBLEM TO BE SOLVED: To prevent illicit information leakage by a user having a proper access right. SOLUTION: When a user A makes a request for access to an HTML file stored in a WWW server device 20 by means of a WWW client device, the WWW server device 20 inquires a plurality of users B-E except the user A whether they respond to the access request or not after checking identification of the access requesting user, and then, determines whether the WWW server device 20 responds to the access request or not. In this way, it is determined whether response to the access request is made or not according to an inquiry result to a plurality of users except the user requesting access, and response to the access request can be rejected if it is determined that the requested access is doubtful.
