PROBLEM TO BE SOLVED: To provide a rotary tilling machine that can simultaneously carry out fertilization and seeding, especially when the ground is tilled very deeply. SOLUTION: A rotary cover 21 that covers plowing nails is made movable back and froth to a plowing nail driving part, while a frame 1 for supporting the tail wheel of a tail wheel supporting rod 3 is arranged in the front and rear direction above the rotary cover 21 and the front edge of the frame 1 for supporting the tail wheel is pivoted to the plowing nail driving part so that it may be driven vertically. Further, a link permitting that the rotating area of the rotary cover 21 becomes larger than the rotary area of the tail wheel supporting frame 1 is provided from the tilling nail-driving part through the frame for supporting the tail wheel to the rotary cover 21. At an arbitrarily set tilling deep position, the frame 1 for the tail wheel-supporting is kept horizontally thereby the rotary cover 21 is set to a longitudinally rotating angle corresponding the tilling depth.
