PROBLEM TO BE SOLVED: To provide a water-based coating composition which is mainly supplied for uses such as building exteriors, building interiors, floors, steel members, and roads, is an ordinary temperature drying type, is highly quickly dried, and has coating physical properties equal to those of conventional solvent type coating compositions. SOLUTION: This water-based coating composition is characterized by containing (1) a base agent resin which comprises an aqueous dispersing resin obtained by polymerizing anα,β-ethylenic unsaturated monomer containing an acrylic ester or a methacrylic ester in an amount of≥50 wt.% and has an average particle diameter of 50 to 200 nm, and a particle diameter standard deviation of≤100 nm, (2) an amine polymer obtained by polymerizing an allyl group-containing secondary or tertiary amine, and (3) a volatile base in an amount exceeding the amount of the amino groups of (2), as essential components.
