PROBLEM TO BE SOLVED: To reliably prevent a network control protocol from abnormally working using broadcast frames, in the event of a possible trouble in a full mesh network having a function for emulating a virtual bus type network. SOLUTION: The VPLS apparatus 1 is connected to a full mesh network having a function for emulating a virtual bus type network and comprises edge nodes for accommodating user devices T-1, T-2. It comprises a full mesh link controller 3 for detecting the disconnection of a connected full mesh link, a VPLS controller 2 for executing a frame blocking process for blocking frames from being sent to not disconnected full mesh links and the user devices when the full mesh link controller 3 detects the disconnection, and a frame transfer processor 4.
