<P>PROBLEM TO BE SOLVED: To provide an aqueous liquid modifying apparatus capable of performing the modification of an aqueous liquid in a stable state and capable of reducing an apparatus cost or a running cost, and an aqueous liquid modifying method. <P>SOLUTION: A catalyst 9 for discharging excited electrons in an electric field is present in a modifying tank 3 so as to be brought into contact with the aqueous liquid 19 to be modified and electrodes 10 and 11 are arranged to the regions 21, where the catalyst 9 and the aqueous liquid 19 are present, in the modifying tank 3 while a potential difference of a range not electrolyzing water is applied across the electrodes 10 and 11 to generate the electric field in the region 21, where the catalyst 9 and the aqueous liquid 19 are present in the modifying tank 3. By this constitution, excited electrons are emitted by the presence of the catalyst 9 in the electric field to lower the oxidation-reduction potential of the aqueous liquid 19. <P>COPYRIGHT: (C)2006,JPO&NCIPI |
