PROBLEM TO BE SOLVED: To provide a method of easily discriminating environmental factors for communication failure when the radio communication failure occurs with respect to an automatic meter reading radio which performs automatic meter reading by radio. SOLUTION: The apparatus comprises: an antenna switching part 10 for switching a plurality of directional antenna 9; an electric wave detecting part 11 for detecting whether or not there is electric wave in a first frequency band and a telegram analysis part 15 for analyzing communicated contents; an electric wave detecting part 12 for detecting whether or not there is electric wave in a second frequency band and a telegram analysis part 16 for analyzing communicated contents; a storage part 17 for recording contents received from the first telegram analysis part 15 and the telegram analysis part 16; and a control unit 19 for displaying the contents stored in the storage part 17 to a display part 18. The control unit 19 switches the plurality of directional antennas 9 at the antenna switching part 10, detects the electric wave at the first wave detecting part or the second wave detecting part 12, switching to an antenna of the strongest field intensity, and gains control so as to receive the electric wave.
