<P>PROBLEM TO BE SOLVED: To provide a method for decomposing and removing dioxins comparatively safely and at a low cost from gas, soil, or the like, containing a minute amount of dioxins, and to provide an apparatus attendant upon the method. <P>SOLUTION: In the effective removing method for the dioxins, gas or liquid containing dioxins each with at least a two ring structure in the molecule or matter contaminated therewith is blended with a metal phthalocyanine derivative and an oxygen supplying compound such as hydrogen peroxide so that they come into simultaneous contact with each other. By this method, dioxins can be effectively decomposed at low temperature in a wet manner without applying an expensive method such as super-high temperature treatment. A method for safely treating the metal phthalocyanine derivative attendant upon the dioxins treating method can be provided. This method can meet urgent and important social request, can prevent environmental disruption and can be extensively utilized in industry.
