PROBLEM TO BE SOLVED: To provide a charge pump circuit that can conduct voltage conversion improved in power supply efficiency at a boosting step lower than an input voltage. SOLUTION: Input voltages VCC are applied to both ends of a serially connected circuit composed of step-up capacitors 2, 3 in a charging process, one-side ends of the step-up capacitors 2, 3 are connected to the input voltages VCC in a discharging process, other-side ends of the step-up capacitors 2, 3 are connected to both ends of an output smoothing capacitor 4, respectively, and boosting voltages VCC+(VCC/2) are outputted from both the ends of the output smoothing capacitor 4.
