PROBLEM TO BE SOLVED: To provide a rotary blade and a plate cutting device capable of rapidly cutting a plate of metal or the like without producing chips and efficiently breaking up even a metal container including a transformer container. SOLUTION: The plate cutting device is provided with a cutting means with a pair of cylindrical rotary blades having center rotation axes parallel with each other, arranged adjoining each other, and a driving means for rotating at least one rotary blade. Each rotary blade of the cutting means has a stepped peripheral edge part comprising far and near holding faces with anti-skid patterns provided indented for a cut material, a rising face interposed between the far and near holding faces, and a cutting edge formed at a boundary between the far and near holding faces and the rising face. The cutting means is provided with a fitting region where the peripheral edge parts of the respective rotary blades face each other though a clearance less than the wall thickness of the cut material.
