PROBLEM TO BE SOLVED: To provide a suspension substrate with circuits with which the floating attitude (angle) of a slider with respect to a magnetic disk can be precisely adjusted in spite of the small-sized slider by reducing the rigidity of outrigger sections. SOLUTION: A gimbals section 6 of the suspension substrate with the circuits 1 is formed of a tongue section 10 on which a magnetic head is mounted, and the outrigger sections 11 arranged on both sides of the tongue section 10. Openings 12 are formed on cover insulating layers 5 in such a manner that conductive layers 4 are exposed in the outrigger sections 11. As a result, the rigidity of the outrigger sections 11 can be reduced and therefore the floating attitude (angle) of a slider with respect to the magnetic disk can be precisely adjusted even when the small-sized slider is mounted thereon.
