PROBLEM TO BE SOLVED: To provide a method of manufacturing an optical fiber preform which enables safe manufacturing operation by effectively preventing a gas from leaking out to the outside of a furnace by a simple and convenient technique. SOLUTION: The optical fiber preform is obtained by heat treating a porous base material in a furnace core tube 3 in a gas atmosphere containing a chloric gas while sucking and exhausting the gas in a cover 11, by installing the cover 11 to cover the upper end part of the furnace core tube 3 of a heat treating furnace having the furnace core tube 3 and an upper lid 4, and the upper lid 4.
