PROBLEM TO BE SOLVED: To provide an on-vehicle monitor mounting device and mounting structure, capable of mounting an on-vehicle monitor M to a center part on a vehicular cabin ceiling surface without damaging a vehicle, when a panel for operating an air-conditioner is installed at the center part on the vehicular cabin ceiling surface. SOLUTION: The on-vehicle monitor mounting device 10 has an upper stay 16 arranged on an upper surface side of a frame F arranged on a back surface side of an opening hole H, a lower stay 18 arranged on a lower surface side of the frame F, and a panel mounting hole 42 to which the panel P is mounted. A decorative cover 16 is provide, which covers the opening hole H and a fixing member 12 exposed to the vehicular interior side by cooperating with the panel P mounted to the panel mounting hole 42. The upper stay 16 inserted in the existing opening hole H and the lower stay 18 are fixed with each other so as to sandwich the frame F, so that mounting strength is enhanced, and a vehicle is not damaged at the time of mounting.
