PROBLEM TO BE SOLVED: To provide a run-flat tire supporting element having a further secure structure and excellent durability, and a run-flat tire equipped with the same. SOLUTION: The run-flat tire supporting element has a base material portion 13 installed to a rim 16 and made of a resinous foam element. A non-foam resin outer layer 11 is formed on the outer peripheral portion of the base material portion 13, and a reinforcing portion 15 is provided on the inner peripheral portion contacting to the rim 16. The outside reinforcing fiber layer 17 is formed on the inner peripheral side of the non-foam resin outer layer 11, and an inside reinforcing fiber layer 18 is formed on the reinforcing portion 15.
