PROBLEM TO BE SOLVED: To provide a video output device capable of reducing noise in a frame image signal at transition from a moving picture to a still picture and transition from the still picture to the moving picture and sufficiently reducing noise even in a frame image signal of consecutive still pictures. SOLUTION: The video output device is configured such that a frame image signal converted from a field image signal is taken in a frame memory, a moving picture / still picture of pixels is discriminated between preceding and succeeding frame images, and arithmetic processing for suppressing noise is applied to the signal of processing object pixels by using pixel data of the preceding and succeeding frame image signals in the case of the still picture.
