PROBLEM TO BE SOLVED: To solve the problem that an average brightness level of a brightness signal of an entire image and a detection accuracy of a maximum and a minimum value level are reduced since accurate and equal thining is difficult, when only a fixed sampling is performed as sampling process of a brightness signal in case where a pattern such as fixed pattern and repeated pattern appears on a display screen. SOLUTION: BY adjusting a sampling pixel position on a scanning line by line or by field, a sampling position can be designated in a vertical direction, slanting direction on a screen on a random basis or equally. Therefore, sampling of a brightness signal with accuracy is made possible for a pattern such as fixed pattern and repeated pattern. At the same time, the sampling of the brightness signal with high accuracy is made possible without making a circuit scale large, for various broadcast systems in which the number of efficient pixels and lines are different.
