<p><P>PROBLEM TO BE SOLVED: To improve the reliability to certification by enabling, at the time of acquiring biometrics data of a user, to confirm that the biometrics data are of the user himself/herself. <P>SOLUTION: When data of a surface image of an identification card of a subject M or a card owned thereby are inputted through a scanner 24, or when card data read from a card through a card reader 25, personal data of the user are extracted, in a control part 11, from the surface image data or the card data as certification data to be added to certification facial image data. In the control part 11, facial image data contained in the certification data are converted to BM data, and the BM data are collated with BM data of the certification facial data to determine the identity of the subject M.
