PROBLEM TO BE SOLVED: To obtain an oil-in-water type emulsion composition suitable for skin care preparations for external use and cosmetics, excellent in environmental suitability, safety for living bodies, feeling in use, moisture retention, emollient properties and stability. SOLUTION: The oil-in-water type emulsion composition comprises 0.1-5 mass% lipopeptide compound (A) derived from a microorganism represented by serfactin or its analog compounds, 0.05-1.5 mass% xanthan gum (B), 25-70 mass% oil component (C) and water (D) and does not contain a nonionic surfactant and an acrylic acid-based water soluble polymer.
