PROBLEM TO BE SOLVED: To provide a fire extinguishant which can attain fire extinguishing indoor and outdoor using carbon dioxide gas, can be efficiently carried to the origin of the fire, has superior fire extinguishing ability capable of immediately discharging a large amount of carbon dioxide gas only at a high temperature place, and can minimize the damage of equipment or the like exting in a fire-fighting area by water in a fire, and to provide a fire extinguishing method using the fire extinguishant. SOLUTION: This fire extinguishant uses a gas hydrate H consisting of carbon dioxide gas as a guest gas. A large amount of the included carbon dioxide gas is locally and immediately discharged by melting the gas hydrate by the heat of the flame A to form a blocking film to block the oxygen supply to the flame A, thereby attaining the fire fighting.
