PROBLEM TO BE SOLVED: To generate thumbnail data enabling a user to understand contents of video recorded programs. SOLUTION: Metadata are acquired in a step S171, and video recording data corresponding to program ID information of the metadata are searched and acquired in a step 172. A video image of a time corresponding to a start time of each text included in a time code of the acquired metadata is extracted one frame for each from the video recording data to form a thumbnail picture in a S173. The corresponding time code and text data are related to the generated thumbnail picture to generate thumbnail data in a step S174, and a thumbnail data file uniquely discriminable by the program ID information is generated from the generated thumbnail data in a step S175.
