<P>PROBLEM TO BE SOLVED: To provide a diffusion layer capable of restraining the so called short-cut phenomenon in which, reaction fluid diffuses and flows in planer direction through the diffusion layer, and to provide a fuel cell using the same. <P>SOLUTION: The diffusion layer for a fuel cell 14 has a first area contacting with reaction fluid flow passages 12a of a separator 12, and a second area contacting with rib parts 12b interposed between the reaction fluid flow passages 12a of the separator 12.
