APPARATUS, METHOD, AND PROGRAM FOR RESTORING MOVING PICTURE INFORMATION

PROBLEM TO BE SOLVED: To provide a technology of minimizing a range required for restoring an image and carrying out proper image restoration.

SOLUTION: A moving picture information restoration apparatus detects a decoding failure state wherein it is impossible to normally restore coded data from a coded bit sequence on the basis of a syntax of a moving picture coded bit stream coded in the unit of blocks, detects the presence/absence of image deterioration in a concerned block depending on a state of the coded data by each block, and determines an image restoring position on the basis of a position in an image of the block detected to include the image deterioration when the decoding failure state is detected.
