PROBLEM TO BE SOLVED: To provide an electrostatic latent image developing carrier having excellent durability of a coating formed as a film and having stable charging property without depending on the use environment, and to provide an electrostatic latent image developing developer preventing changes with time and having excellent spent property and stable charging performance for a long time. SOLUTION: The electrostatic charge image developing carrier has a resin coating layer on the surface of magnetic powder comprising the core material, wherein the resin coating layer is produced by forming a film of a composition which comprises a compound having a structure containing a repeating unit expressed by CF3(CF2)n-NH(R1OR2) and/or a condensation product of the above compound.
