A device for hand packing fine cut tobacco into cigarette sleeves has funnel shaped filler (24) mounted on a base housing (2) and sliding between two end positions. The funnel has a surround lip (26) to prevent spillage of tobacco. A hinged cover (5) is attached to one end of the slider and has a profiled flange (40) to press the tobacco into the packing recess (30). The cover is clipped onto the slider and moves with the slider as the tobacco plug is pushed into the sleeve.
