<p><P>PROBLEM TO BE SOLVED: To reduce the amount of encoding data being transmitted while suppressing deterioration in image quality. <P>SOLUTION: A blocking section 101 divides inputted image data into blocks consisting of a plurality of pixels, an orthogonal conversion section 102 performs orthogonal conversion of the image data divided into blocks and outputs orthogonal conversion coefficients of each pixel, and a quantization section 103 quantizes the orthogonal conversion coefficients to output quantization coefficients. Based on the frequency components of image data, a threshold setting section 104 sets a zero run threshold and a coefficient threshold for discarding the quantization coefficient to zero value. A scanning section 105 scans the quantization coefficients and a zero coefficient detecting section 106 detects the number of zero quantization coefficients among the scanned quantization coefficients. A coefficient discarding section 107 discards the quantization coefficient to zero value based on the zero run threshold, coefficient threshold, and the detected number of zero quantization coefficients. <P>COPYRIGHT: (C)2006,JPO&NCIPI</p> |
