PROBLEM TO BE SOLVED: To provide a heat developable photosensitive material having high sensitivity and low fog and excellent in silver tone and image preservability with a high silver iodide, and to provide an image forming method. SOLUTION: The heat developable photosensitive material has an image forming layer containing at least a photosensitive silver halide, a non-photosensitive organic silver salt, a reducing agent for silver ions and a binder on at least one surface of a support, wherein at least 60% of the projected area of the photosensitive silver halide includes tabular silver halide grains having a silver iodide content of≥40 mol%, and the tabular grains have (1) a plurality of layers comprising aβphase or aγphase along their principal planes and have (2) at least one of a phase boundary face between a twin face, theβphase and theγphase.
