PROBLEM TO BE SOLVED: To provide an easily handleable polyol component containing sulfonic acid group, soluble in an organic solvent for the production of polyurethane and exhibiting liquid state at normal temperature and provide a technique to easily convert a polyurethane to an aqueous polyurethane by using the polyol component. SOLUTION: The aqueous polyurethane resin composition is an aqueous solution or dispersion of an aqueous polyurethane resin having sulfonic acid group and dissolved or dispersed in water. The polyurethane resin of the aqueous polyurethane resin composition contains an N,N-bis(2-hydroxyalkyl)aminoethylsulfonic acid quaternary ammonium salt expressed by general formula (1) in a molecular chain through a urethane bond. In the formula, R1 and R2 are each independently a 2-4C alkylene; and one or more of R3 to R6 are each independently a 2-4C 2-hydroxyalkyl, and the remaining groups are each independently a 1-18C straight chain, branched or cyclic alkyl.
