PROBLEM TO BE SOLVED: To provide a useful technology which contributes to, in particular, miniaturization/ cost reduction of portable mobile equipment by making common a part of an encoder block. SOLUTION: Means 100-104 are provided for short-circuiting the inputs/outputs of exclusive OR gates 106-110, and a means 105 is provided for selecting either of the output of an exclusive-OR gate 112 after S7 or the output of an exclusive-OR gate 113 after S15, and only the one means 103 after S4 operates in reverse to the other means 100, 101, 102, 104, 105.
