<p><P>PROBLEM TO BE SOLVED: To provide a packaging bag having an inner wall of a container prevented from absorbing the effective component of the contents, in which a low molecular weight component (a residual monomer, its polymer, etc.) used in a constituent material of the container is prevented from eluting into the contents to form fine particles 2-5μm in particle size, the contents are prevented from being deteriorated or changed in quality, and which has the inner wall excellent in heat seal properties, is prevented from being deformed and does not allow liquid leakage even if being subjected to high-pressure steam sterilization treatment, and a laminated film which can form the packaging bag. <P>SOLUTION: In the laminated film including a substrate layer and a sealant layer, the substrate layer contains a polyolefin resin 110-220°C in melting point as a main component, and the sealant layer contains a cyclic polyolefin resin 100-170°C in glass transition temperature.
