PROBLEM TO BE SOLVED: To provide tantalum oxide and/or niobium oxide formed into a hollow and particulate shape. SOLUTION: Hydrazine or a hydrazine aqueous solution is added to a solution (1) of a tantalum compound and/or a niobium compound, a solution (2) of fluorotantalic acid and fluoroniobic acid or a liquid (3) prepared by dissolving a fluorotantalic acid crystal and/or a fluoroniobic acid crystal in water to obtain tantalum hydroxide and/or niobium hydroxide.
