PROBLEM TO BE SOLVED: To extend the life of plate-shaped electrodes 13a, 13b by preventing the local deviation of electric density in a longitudinal direction of the plate-shaped electrodes 13a, 13b disposed in an anode-side electrolytic chamber and a cathode-side electrolytic chamber in circulation electrolysis using an electrolytic bath having a diaphragm. SOLUTION: In the circulation electrolysis, successive electrolysis is conducted in the anode-side electrolytic chamber R1 and in the cathode-side electrolytic chamber R2 both of which face each other in parallel with the diaphragm between the plate-shaped electrodes of a predetermined length and of a predetermined width in the main body of a vessel, the deviation of electric density in the longitudinal direction of the plate-shaped electrodes 13a, 13b is corrected so that the flowing direction of water to be electrolyzed introduced to the anode-side electrolytic chamber R1 may be the same as the the flowing direction of water to be electrolyzed (acidic water generated from electrolysis) introduced to the cathode-side electrolytic chamber R2.
