PROBLEM TO BE SOLVED: To provide a shell-containing water-permeable case free from restriction on the material, etc., of the water-permeable body, easily producible at a low cost, and having high fish gathering effect and sufficient strength and provide an artificial fish bank produced by using the case. SOLUTION: The water-permeable case 1 is composed of a frame 2 and tubes 3 held in the frame. The frame 2 is composed of a pair of case lids 210, 211 and a plurality of reinforcing angles 25 for the water-permeable body connecting the case lids with each other. The tubes 3 are surrounded with the multiple water-permeable body reinforcing frames 25 along the side face of the tube 3. The right and left openings of the tube 3 are positioned in the frame 2 in a state closed with two case lids 210, 211, and the tubes 3 are pressed against the water-permeable body reinforcing frame 25 from inside by the shells packed in the space surrounded by the tube 3 and two case lids 210, 211 and fixed in the frame 2.
